This often happens with alloy wheels sitting on steel discs (rotors).
If all the nuts are off jack up the car until it is just clear of the ground. Put a block of wood on the ground behind, and touching,the tyre and give the wooda firm thump with a fairly large hammer. You may need to rotate the wheel and try at a different point.
