Ok so money is no problem.
I will take it that your car is an LPT (Low Pressure Turbo) not an HPT (High Pressure Turbo) either way...
Do you want more power (Engine upgrades) or more handling (Suspension upgrades)?
Engine:
1. Do a complete stage 0 on your car, before anything else. Go to Volvospeed to to look that up, it is in their Performance section in the PINNED items.
2. CAI or other intake setup. http://www.eurosporttuning.com or make your own for way less.
Do you plan on a bigger turbo? If so...
3. 3" downpipe to 3" CAT-back system with free flowing muffler like Magnaflow. If you don't plan on a bigger turbo. I suggest a 3" downpipe to a 2.5" CAT-back system with a free flowing muffler like Magnaflow. You can buy system prefabbed from.

However I suggest you go to a local muffler shop and have them make you one, it will be way cheaper. Also make sure they can mandrel bent the pipes too.
4. You will need a ECU upgrade to fully get the potential from these other Upgrades. You have pletny of choices. RICA, IPD, EST, Upsolute, Speed Tuning.
I have the Speed Tuning chip and I love it. RICA and IPD are the most exspensive but are the best in most peoples minds. Speed Tuning is the cheapest, but I have had no problems with it, and works great. Others have had problems, but most people are good with the ST chip upgrade.

Suspension:
1. Strut brace, http://www.ipdusa.com http://www.eurosportuning.com Also your Volvo dealer has a strut brace as well.
2. Lower your car. IPD http://www.ipdusa.com EST http://www.eurosporttuning.com B&G, H&R, KW coilovers (which would be the best) http://www.shox.com (Shox.com should have your B&G and H&R lowering springs. IPD also sells their own lowering springs, and Eibach springs. APEX Suspension Systems might have springs for your car, they did for my 1995 850 n/a.
3. Shocks/Struts, KONI's will be the best, and you can also get Bilsteins. Shox.com will have them and so does IPD.
4. IPD sway bars. IPD is the only people to make these for our cars. They are beefier then the stock ones. They are the best suspension mod I ever did to my previous car. I would suggest them highly.
