95 850 strange humming noise

95 850 strange humming noise
Hi, i purchased the volvo almost 3 months ago and so far I am very happy with it. (95 auto sedan 123k miles)
I know next to nothing about cars, so ill try and explain the best way I cann. I ran into a little problem today as I was going to park in my driveway. When the car is stopped you can tell a pretty loud humming noise coming from the front left-center of the hood (kind of like a pig scweeling). Anyways I opened the hood and took the little plastic box that only has one screw. I am not sure what its called but under the cover is like a little round almost like a wheel. Then there was a small hose that if you move or block the noise would change. The hose looked like it was going out of the air filter but I am not sure. and going into something else I am not sure (It was dark and I couldnt really tell, as my flashlight was slowly running out of batteries). Well I decided to leave it off on one end, the end that I wasnt sure where it was going to. Tommorow I will take the car to the guy who i bought it from and ask him what could be the problem.
I was wondering if someone could clue me in from my very BAD description. I just wanna know what I would be dealing with.

EDIT: Just asked my dad and he didnt really know too much about the issue but he said its a hose going to some Vacuum valve.
