Default Catalytic Converter

I have 1996 850 turbo with mileage of around 100k.
Last week check engine light turned on and the cause showed up before checking the code as follows!
I guess now I should change its catalytic converter.
I have two questions:
1-Do I need to change the Oxygen sensor?
If yes, should I purchase Replacement or Bosch!
2- Is it possible to welding this connection instead of getting a new part?

My cat broke off in the same place on my V70. I removed the cat and had an experienced welder fix it for me because a new cat was way too expensive. He said there was no warranty on his repair, but it's been holding up for a few months now.

I got it fixed in a simillar way and now the engine runs great!
