Clarrification on Smoking dipstick

Hi all,

Just to clarrify that when the dipstick is pulled out and the car is turned on there should be no smoke come out of the dipstick whatso ever, right?

If so this is likely a PCV or PTC problem yes?

Or if high mileage car, worn out rings.
