Default electrical problem help, hope not big....

I have a 96 850SW, The Headlights do not work along with the turn signals. I checked the fuses and there is no power in fuse #19-29 which is headlights, turn signals, back up lamps, abs unit.
Could this be the headlight relay or switch, or something bigger like a module?

Could be a relay OR a switch. see if you have power going into the relay and out of the relay, and likewise with the switch.

It is probably the switch. You can jump the relay to see if you are getting power to the switch or if the lights come on.

have you wiggled the key and do they go off? if not your ignition switch is probably going bad. mine does it occasionally and i wiggle the key to get them to go off and the headlights back on

I tried that and nothing happens, the lights still dont work, when i pull back the hibeam switch they go on if I hold it there.
The thing that concerns me is tha fact that fuses 19-29 have no power to them.
where is the relay located and how do I test the ingition switch and headlight switch.
