Default Emission Controls: Diff between CA and 49 state?

Does anyone know when EPA ended having different federal mandated emission controls between California and the other 49 states?

E.g. I am looking at a 1994 855t but carfax says its a CA car; was there any emission controls difference between this car and a 49 stater?

Thanks Boxpin for the info.

There was a time when CA had it own specific emissions controls that were more stringent than the other 49 states. Maybe that expired in the 80s or 90s? I'm not sure.

I missed this car too; someone snapped it up before I could even look at it.
