Default Engine Error Code 321

lists the code as meaning "Cold Start Inj Sig Shorted to Ground or Missing"

What could this possibly mean and how would this affect performance? I have been having a horrible idle problem where the car idles at 1500rpm, surges between 1.5 &2 in drive and sometimes in Drive. The past few days I've been driving and i'm literally press the gas and getting no response from the engine. No matter if I floor it I get no response. Any ideas? I even had it taken to a volvo repair shop my brother works at and they ran the diag and came up with a code for the RPM sensor. Plopped one in and it didn't do a darn thing. This has been a nagging issue for sometime now and my performance is really suffering. Any help would be highly appreciated.

93 850 non-turbo.

I would start by cleaning the IAC Valve and looking for vacuum leaks. Check all vacuum lines.
