Default Ignition Coil not firing

hi, i have a 97 volvo 850. i was driving the car, stopped turned off and now the car will not start. i cannot detect any fire from the coil or the spark plugs.

when i test the coil there is no fire, but both wires leading to the ignition coil have voltage when key is in on position. is this normal?

will the cam sensor cause the coil not to fire?

any help is appreciated.

Yes the cam sensor will cut spark.
