Instrument Lights not working?

The lights that illuminate the instrument cluster aren't working. They don't appear to be dead bulbs, as i have removed them from the dash. The fuse is still good as well, so what else could the problem be?

Check the rheostat for the brightness/dimness of the panel lights....might be bad/disconnected.
