I am also think the PO did it. I had found the connector on my wifes car a couple years ago, thought it was a disconnected knock sensor. So I took off the manifold to do the PCV thing since that was the only way to get to the sensors anyway. Turned out it was NOT a knock sensor connector! Well after looking it over and talking with someone at the dealer I was pretty sure it was a "remote start" switch. Jumped it and it turned the car over with no ignition. Either the PO had issues with the ignition switch and wired that there to "start" the car or he wanted to turn it over without firing for some reason

Probably PO has a remote start gadget.
On my GLT, I found a custom button mounted near the sport/winter switch. I tried it before I start the car, no idea. Then the other day I change oil and start the car to warm it, occasionally I hit the button. It horns. Well, then I found the steering won't horn.

I can try to catch up the story with that starter switch:
There cars hava common quirk where the starter fails to turn with the key. It could be becuase of faulty starter relay or ignition switch or the very popular PNP switch. So, what PO(s) in these cases would have done is route a wire straight from the starter motor and connect it to +12 straight from battery thru the switch.
So, they use the ignition switch to turn on the ignition part and then use this button to crank it start when the original starting positon with the key doesnt crank the car.
its just that little DETECTIVE kind of story.....but might make sense to few
