When I start my S40 I hear a winning noise and the car seems to idle high. It resolves itself to normal after a short warm up. What I'm I dealing with?

Sounds like the pcv system maybe clogged.

 

a quick test for the PCV would be to pull the dipstick out and see if the noise changes

 

Is this something new? All S40s will idle high on a cold start. Then after a bit will idle down.

Whining could be anything from low power steering fluid to alternator bearings. If it's a continuous noise then you can find it with a mechanics stethoscope. The poor mans alternative is a rubber hose held to your ear while you move the other end around the engine compartment listening for the noise. The older S40s don't suffer the whistling of the newer 2004.5+ models from a clogged PCV system. They will push oil out of worn seals though.
