Default Anti-Roll Bar connecting Link Nut

Gentlemen - I need to change the Anti-Roll Bar connecting Link on my 2000 S40. When I looked at the 2 nuts securing the link, I see that each nut seems to have something like a ring type threaded locking device attached to the top of the nut. Do I need to unscrew that prior to taking off the bolt? Or do I just go for the bolt and and forget this device? Not sure if I need to address this ring before I try to remove the bolt.

I have attached an image.

yes, if u r replaceing the front sway bar link, u will need to remove the nut. if it is an oem nut (like it was never replace from b4), it should have a plastic lock nut and are usually seized too. we usually heat them up until the plastic is gone then take them out. but u will need to replace the 2 nuts after. and the oem ones they don't come w/the new nuts
