Dim lights S40

HI There,
A small problem with my headlights on the S40 2002.
They are just hopeless and I can't figure out why. All the globes are bright and working, the reflector behind the globe is shiny and clear, If I hold my hand about 12 inches from the high beam when it is on, I can feel the heat, but drive at night and you can hardly see the road.The only thing I can see is that when Hi beam is on, the dipped beam is on as well. Is this normal, or is it dragging too much power from the battery?
Any suggestions would be welcomed.

It is possible that the adjuster is broken letting the headlight shine just front of you (pointing downwards) and not the road ahead.
Other than that have to ask if your car is EU or US.The US version doesnt let your Hi go on for other than a short flashing without turning the Low beam off.If it stays on then your switch is broken.I dont know much about the EU version.

Thanks for the quick reply. Well, the adjuster isn't broken because I can see the lights moving as I adjust the beam so that isn't it. Whether they are up or down, they are still not real good. As for being a US or EU vehicle, not really sure. I am in Australia if that helps..
I shall go to the shop and buy a couple of new globes and see if that makes any difference.
