Electronic Temp Control problem

2001 Volvo S40
Electronic Temp Control not reaching correct temp. Forgot the code #, but I am sure it will happen again.
When the weather is warm the problem does not appear. Once the cooler weather comes the problem appears. Is there another sensor that might not be responding quick enough and causing the temp sensor to trigger.
I already changed the sensor (below the thermostate) and the thermostate.
I checked the temp and it is at 90C.
Is there a WEB page that describes the sequence of events for all the senors to complete their checks
before displaying a engine code?
