Question Headlamp Not Working

My wife has a 2001 S40 and she came home last night with the front driver's side headlamp out. I bought a set of bulbs and installed them and the lamp still didn't work. I tested it with a meter and got nothing. I noticed that there were left and right low-beam fuses, so I checked the fuse. The fuse was good. I was doing some experimenting with my tester and came across something very unusual.....I pulled the left lamp fuse out and tested the circuit - .8 volts. I then pulled the fuse for the right lamp and tested it - 14+ volts. With both fuses out, I tested the left lamp circuit again and it then read 14+ volts. The left lamp circuit appears to drop voltage when the right lamp fuse is in place. Any suggestions????
