High idle RPM

2001 S40, turbo 1.9, 78k
Failed to start when came back from the store, the car sat in heat for a couple of hours or so, finally when it did the RPM would be somewhere in 2000 or so, when I got home RPM was jumping up and down. I cleaned the idle control sensor with choke cleaner, it helped but it still idles high around 1000, when I started it again few min later it climbed up to 1200+. I also noticed oil in the hose going to the intercooler. I hear that's normal, I also had the turbo replaced and VVT solenoid, oil pan was replaced too, I used chemical gasket seal and cleaned it good.
Another thing is that it smokes, white smoke. When I got it it smoked like crazy, after the turbo got replaced it was less and less, but it's been 500 miles down the road and I still have the smoke when the car heats up especially after free way driving for an hour or so. The oil and coolant are fine - no cross contamination. Oil stays, coolant was going due to a small crack in the radiator, seems to be fine now. If it goes, very little of it goes. Also my exhaust is gets dirty and oily.

So, you'd say that High revs relate to bad coolant temp sensor?
