Default location/access to cam timing sensor/solenoid

i'm having problems w/ a P0014 code and i need to know how to get at the solenoid and/or cam position sensor. i've read here they can be cleaned (which may or may not help). do i just remove the t. belt cover or...? are they under the 'valve cover'?

i had to have the pan removed to clean out sludge (oil pick-up was blocked). oil light came on a couple of times when i first bought car so i put a engine flush product in it which loosened all the crud. i was getting a P0014 code then too but it was absent for approx 1000 mi (1 wk road trip) after pan was cleaned (and t.belt changed). i'm guessing junk made its way to the sensor and/or solenoid.
