2001 S40 156k. Drives great, need inspection but throwing P0700 code. Have cleared it several times with cheap reader but it comes immediately back. No up arrow which would indicated the stuck W button or transmission PNP switch I think.

Question: do cheap code readers clear transmission codes?

What could be causing the code in the absence of the up shift arrow?

P0700 is telling you there's a stored transmission code. That's why it comes back after you clear as it as the underlying code is not being cleared. Apparently.
