s40 will not start......

I have a 2000 Volvo S40 with 70K miles and it won't start. During the past few attempts it barely turned over but today it doesn't start. I hear clicking noises when I try to start it. I have tested the battery witha volt meter and it appears to be ok. I suspect that it might be the starter but I am not sure. Has anyoneelse experienced this? Could it be the fuel regulator or something else? All suggestions are appreciated.

How low does the voltage drop when trying to start? If it is below 10 Volts then the battery is most likely bad. Also if you can get it started see how much it is charging.
