If it comes off the bottom of the regulator yes it would cause high fuel pressure.

High fuel pressure? So that u shaped tiny hose can't be replaced? It is part of the regulator?

If it goes from the pressure regulator to the intake yes it can be replaced.

Interesting. My S40 has been experiencing the same issue; will start easily at times, and others takes a bit before it starts. It's been an intermittant problem that appears to be worsening, so I just came in to locate info. I was going to check the ground from the battery (Earth Lead?) to see if that was the issue, yet after reading this post, am going to approach it from this angle first.
