where are you located? The VIN is easy to decode (belonging to a 2006 Volvo not a 2005) but getting a history report requires the car to be in a market serviced by a reporting company where dealers, registries and repair shops submit transactions. Given this car was imported and not sold directly in market, its not likely to show up in a North American database such as Carfax.com but you can Google and search for services globally.
why not just ask him for a picture of the console? The registry can only tell you the mileage when the registration was issued not what is accurate today. Similarly, unless the car was maintained at a dealer, there won't be any maintenance records available online. A better choice would be to ask if the car has a maintenance history - ie receipts from when any major servicing was done. Those should include the mileage when the car came into the shop. If there's no maintenance history, then how do you know anything about the quality of the car?
