Default 2001 Volvo S60 2.4 Turbo Can't Get A Firm Pedal While Car Is Running

I know there have been a host of people who have posted similar complaints, but I am at a complete loss.

My friend asked me to help him get his Volvo S60 running again. It was stuck after he parked it in the garage for the night. Upon taking off the wheels it became apparent that the parking brake shoes on the rear drums were stuck onto the rotors on one side. Also one of the calipers wasn't functioning properly.

We replaced the rear shoes, the rear calipers, rear rotors, and pads, and for good measure the front pads. The two new calipers and parking brake shoes were outfitted with new hardware as well.

Bled until the pedal was so tight that it wouldn't budge. Start up the car and sinks until finally firming an inch from the floor. Took for a test drive and no braking during pedal travel until the very end when pedal finally gets a little stiff.

​​​​​In an attempt to remedy this problem here is what I have done so far.

​​​​​​- New Brake Vacuum Servo
- New Master Cylinder
- Bled the brakes multiple times multiple ways including reverse bleeding, vacuum bleeding, gravity bleeding, and regular two man bleed.
- I have traced down all the vacuum lines and tested booster servos with a vacuum pressure sensor.
- Activated ABS with an OSB II reader while bleeding.
Rebled and reinstalled master cylinder.
- Checked the retaining clips on the calipers for correct install.
- Made sure to compress and test the calipers in the front that weren't replaced.
- Looked for any visible leaks in the lines.
- Visually inspected hoses to calipers.
- Activated every inlet and outlet port on the ABS system with the OSB II unit. All were audibly working.
- Replaced the ejector valve and check valves going to booster

I know that a faulty booster would most likely cause a firm pedal not a soft one but my friend's brother who is a mechanic and whose advice my friend wanted me to take urged me to.

At this point I am at a loss and running out of patience/ time.

I am not a mechanic so I don't have all the know how to properly start from square one and troubleshoot this.

If anyone has a comprehensive list or way of methodically troubleshooting this step by step I would greatly appreciate it.
