2001 Volvo S60 Turbo
Turbo is not working,... Removed turbo, no seals are leaking, no cracks in compressor side, no cracks on turbion side. Replaced turbo. Still no boost. Have codes P0237, turbo sensor reading low, P0236 Turbo boost sensor ...., Could this be that waste gate is stuck open..? Could this be a tcv,... or could this be boost sensor ? Dose anyone now how to diagnose a turbo with out throwing parts at it ? Thank's for your time and concern...

We need to start at the beginning. When you say things like "...turbo is not working..." then that paints a certain picture. Since you go on to say you have P0237 and P0236 then we get into firmer territory so please try (I know it is not always easy) to be factual.
Now, you asked could this be waste gate and the answer is yes for low (no) boost but the DTCs appear to be pointing to an electrical issue. You should check the wiring to the boost pressure sensor and the sensor itself. P0237 appears from the DTC that the signal is 'low' meaning lower than it should be which could mean shorted to ground or P0236 means open or shorted. Both of these are concerned with the wiring so start there. Good luck!
