2002 S60 high fuel pressure

2002 S60 high fuel pressure
Just replaced the fuel pump on 2002 S60 2.4. Fuel pressure is now high 100psi. I checked the return line to the pump and there is no fuel in it. I tried to blow into the return port on the pump and it seems to be blocked.
What am I missing?
