Angry 2002 S60 Starting Problem

I have a 2002 Volvo S60 non turbo automatic that is having starting issues.Car does crank/turn over and the battery is fully charged,if i try enough times the car will sputter/start ? for about a second then die.I have tried to start it with starting fluid but has no effect, the fuel rail has very little pressure, all gauges/windows,locks etc work with no security light,no immobilizer warning.

I had it towed to a volvo dealer who said I needed a new key so I had them make one,it did not fix the problem. They are now telling me I need a new CEM and want $1600 for the repair .Would no fuel pressure and possibly no spark be a sign of a bad CEM ? or are there other things I should check out first ? Things I have tried are :fuel pump relay, cleaned antenna ring, checked all fuses, lock and unlock the car 6 to 7 times, and checked fuel rail for pressure.I removed the CEM to see if there was any rust or water damage and it looks like new,Car has almost a full tank of gas.Any help or ideas would be greatly appreciated, thanks in advance for your time.

Since this post I have replaced the fuel pump did not make a difference but when I put the old one back in fuel pressure was where it needs to be ..?
Right now I have ordered a dice vida combo from Ebay and am awaiting delivery.I will keep everyone updated on what I find out.I have since done a lot of trouble shooting from cam to crank sensor and checking ground and computer wiring for corroded or shorted wires and everything looked good.

I would get one spark on each plug 1 time each then it will stop firing even if I keep turning it over.hopefully within the next week I will have the scanner (beats paying the dealer $250 for a scan) and get some codes.Right now I have no codes because the battery had went dead from sitting and having the alarm activated.
