Is there supposed to be a cover or something between the hood and wipers? Seems like a gaping void.

don't have your model but I've never seen a car that would leave anything exposed. What I'd do is check a local wrecker yard / "pick a part" that has some S60s to see if you can find a used part. You can also call a volvo recycle specialist like Erie VoVo and ask

 

No wreck yard with any S60's near me unfortunately

 

Your picture looks normal. Yes, the hood sits about an inch or two above the windshield with nothing in between.
