2014 S60 radio hard to turn off
This should not be normal as anybod who designs electronics makes things simple for the user. if they protected from accidental touch they would make you hold it down for 1-2 seconds, not 15.
Has the car had any previous owners?
Has there been any kind of liquid spill in the radio, or any other electrical problem in the car?
Has there been any "mishandling" or poor treatment of the power switch?
(I would assume carbon buildup but it is just too new)
(seems pretty new to me as I use a 2002 s60 and the radio is just recently in the last year messing up.)

Try a quick test - with the key off (and out) see if you are still getting voltage to the radio on the power lead (ie test at the fuse). It is possible you have an ignition switch issue or even a voltage regulator that is feeding voltage backwards from the battery (ie bypassing the key). If there's power with the key off, then try disconnecting the voltage regulator (ie at the alternator). If there's still power, I'd blame the ignition switch.
