2017 S60 T5 Turbo fault?
Dealer says check engine light code said Turbo Control Valve was bad. They said the got it to move manually and reset the codes but check engine light returned as soon as car started.
I cleaned the MAF but that did not work either. No performance issues.
Dealer called back and said can not change the TCV but I need a whole new turbo unit at $3700 and the TCV is not replaceable. I'm not sure thats true
Trying to change out the cheaper valves first.
Any thoughts?

the turbo control valve takes a signal from the ECU to regulate the waste gate. dunno about the turbo unit on the 2017s but for older turbos the TCV is a replaceable part so I'm thinking the tech may have been saying the waste gate has failed in such a way that it doesn't move freely. Either way you may want to consider sourcing a used part if it comes down to replacing the waste gate/turbo assembly or find a performance shop that specializes in rebuilding turbos. Did you happen to use Tasca as your dealer?

Could potentially be the new "TCV". I am not 100% sure but it does look like it. Not as easy to get to as the old volvo TCV, if my hunch is correct.

Ahh, like I said, I don't know if that is the actual part your mechanic said was bad, but it's my best guess. I would keep it sealed in the package until you find out for sure so you can return it if I was incorrect. I have a 2018 S60 and out of curiosity I am going to look at my turbo when I am home to see where the lines goes for the valve.
Website I used was also some random volvo website, they are all the same, but just redirect to a different dealer.

I use Tasca for my dealer parts - they have the best online dealer store prices and being in CT, I usually get fast delivery. I also use FCP Euro (dating back to the days when they were FCP Groton!). I usually get next day delivery from them even via USPS but then again I live about 30 miles from their warehouse. They now offer direct parts pick up M-F too. You'd probably get next day to RI as well with no sales tax.

Found location and changed part
Found location. Took off the engine cover and it was right there on top. Super easy to change out just an electronic plug and the two vac hoses, but unfortunately the check engine remains on. I'll drive it for some miles. I cleaned the air sensor and will followup with new air filter but I think its going to need to go back to the dealer for a reread of the fault codes.
