Buy a Used S60 Owned by Corporate Fleet
It seems a great deal: a used 2013 S60 T5 driven 8900 mile pre-owned by corporate fleet sold AT $23800 which is more than $9000 off the original MSRP. I am about to hit on the dealer maybe drive test this week. BUT I am suspicious about the price if some hidden story behind this vehicle since it is not owned by a private person. Am I over concerned or is it a good deal?

In the US I assume? Have the dealer provide a CarFax or equivalent report and that should verify whether or not it has been wrecked and confirm the corporate ownership issue. From there my personal minimum discount for any used car is $3,000 per model year and $.15 per mile, so it needs to be at least $4,300 less than the best deal you can make on an equivalent 2014. At 8900 miles it hasn't even been due for an oil change, so there can't be any maintenance missed.
It's a very low mileage so any major issues would / should have been dealt with under warranty anyway.

Your first post did not have the pricing in it, so my first response was without that info. Truecar indicates for my zip code that you can expect to buy the '14 for approx. $2200 off MSRP, so @ $9000 off that is about $2500 better than my formula, a very acceptable price compared to brand new assuming that everything else is right. For the purpose of disclosure I sell used cars for a living.
So from the update I went to have a drive test. Everything is fine. But I was told the car is a loaner car serve customers when they have oil changed. Are loaner cars somewhat more suspicious e.g. abused by customers? : (
I don't think it means more abused. Usually people drive those cars more carefully since it's not their and usually also it's a different car than the one they own. I would be aware not to be a rental company vehicle though. But with such miles I don't think it's a rental. I think my car was such Volvo customers loaner and it was in amazing condition.
Get in and buy it quick before someone else beats you to it.
