Default I found the answer

Unlike the 2004 and prior, the 05's and up need to have the right hand side tail-light modified (no plug to simply remove). The stock housing has the socket molded closed.

Drill the molded socket plug out with a 1-1/8" boring bit, then vacuum out the flash.

The original holder on the passenger side is missing the connection where the fog-light bulb would go. (It could be rigged/wired up or...)

Purchase a new Rear Upper Bulb Socket (the same as on the driver's side) from Volvo, part #30655371 - about $38. (Again, same as the driver's side, it just gets flipped 180 degrees)

All you need is another P21W (1156) bulb and now you can have both rear fog lights illuminate.

It may not be worth the trouble/risk of breaking the tail light assy.
