Default OBD II port is not working

It would appear the ODB II port in my 2012 S60 T5 is not working. Neither my own cheap Bluetooth OBD II dongle, nor the fancy Bosch reader at the local shop think they're connected, despite being firmly plugged in. Checked the fuse and it looks fine (from the fuse list in the owner's manual, it's fuse 16, which should be 5 A, but for some reason is a 10 A in my car - I haven't changed it...).

Anybody have any other ideas? OBD wiring?

Thanks.
