Default Passenger window stutters - up or down

This is a 2001 s60 base. The window moves about an inch, stops, then moves another inch, all the way up, or down. It doesn't matter if it is in auto or manual, and is the same using driver door switch or passenger. Checking the motor signal from the passenger control module shows power is pulsing (so it isn't likely mechanical, but doesn't preclude motor overloading relay). Happens with the passenger side only, and acts like a relay not latching, but not quite that fast (could be slowed by a capacitor draining). The pulse matches the clicking that occurs when you hold the button down and the window bottoms.

Has anyone experienced this problem, and if so, what was the fix.

Does anyone know where I can find a logic diagram for the windows. I have the wiring diagram, but it won't help with this.
