I am not even going to elaborate on that as I have no intention of turning this thread into the age-old useless discussion whether one should use DRL or not. Unless you have anything constructive and can actually contribute, I would ask you (and anybody else, as a matter of fact) to kindly refrain from posting pointless comments.

Want your daytime runing lamps moved to the fog lamp position? Easy, just move the wires in connector B on the CEM from position b8 and b9 to position b17 and b18. And hope the CEM does not freak out and give bulb failure warnings.
However on other Volvos you can set the CEM to turn the headlamps off with the switch off and have the daytime running lamps on only. Looking at the choices below (in VIDA) that is possible on (for example) a 2001 v70 but is not a choice on a 2006 s60. Screen shots below of the choices.

I got aftermarket fog lights and made a custom mounting plate for them on my old S60 : https://volvoforums.com/forum/sights...lights-107631/
Not exactly what you are going for but I tapped into the DRL wire & turn signal wire for them. No issues with my CEM or rapid flashing with the LEDs.
Blue halos were the DRLs.
My whole thing was purely cosmetic. You can switch around the wiring on some aftermarket fog lights to have them tie into the DRL or just turn your foglights on every time you start the car. In my previous experience, LED fog light bulb replacements for what is in there suck.

Diesel (non-american) might be different, but mine was a 2006 volvo s60 2.5t awd. I would just double check the 4" measurement with a tape measure on your own car. The bracket I made was 16ga sheet metal that I cut into a round-ish shape with a hole in the middle and drill holes for mounting the foglight to the bracket and the bracket to the bumper.

Judging very roughly from your link, my DRL set could work - yours is 4 inches including the bracket, so with any luck, I might be able to insert the DRL lamp into the OEM fog light housing somehow.
The halo looks cool, although where I am from, we can't help but tend to associate angel eyes mainly with BMW ricers.
Anyhow - I could not use the blue version even if I wanted because our laws forbid any other color of front lights (excluding turn signals, of course) but white, where you have a certain degree of freedom of color temperature. The white version, which I like much more, looks great, though.

Mine was a S60, but i completely removed the OE fog lights and mounts and made up a flat metal plate (circle for the most part with some cut outs for clearance along the outside edge) I used a piece of cardboard to make a template for this and mirrored it for the other side. I wish I had pictures of my install for you. My aftermarket fog lights were adjustable up and down so they were able to be aimed correctly. My fog lights ended up fitting very well and pretty flush for the most part.
I did all this after being surprised by a ladder on the highway and it broke both my fog lights, but no other damage somehow
