its kind of rare for the vapor canister to fail. What symptoms do you have (I assume you have a check engine light code?) ie issues filling the gas tank or hissing when you take the filler cap off? smell fuel? (if you smell fuel in the cabin, I'd start by inspecting the top of the gas tank/fuel pump seals), If you have a code, is it a small or large evap leak?
Have you taken the canister out yet to inspect for cracks or any other damage and inspected the lines? As to replacing, a few options 1) Amazon or eBay may be able to ship to your country 2) do you have any recyle yards where you can find a used one? 3) Have you looked into using a unit from a different make/model that has a similar 3 port design?
When you asked about regenerating, I assume you suspect the unit is clogged. I suppose you can try and open it, clean/replace the carbon (not sure where you'd get some - maybe by cutting open a used one that is in good working order?) but you'd need to make sure you can get a tight seal that doesn't fail over time. My thinking is that's going to be the problem long term so you'd be better off replacing.
