Steering wheel shake

Steering wheel shake

2002 S60 non-turbo.
Between 40 and 60 mph the steering wheel shakes, stops completely above 60 mph.
Possible causes?

wheel balance, worn parts in suspension or axles, or even bad tires....you could rotate the tires and see if the shake moves to the rear of the car..
