Default Turbo Control Valve

I have a 2002 2.4T, Ive always taken care of it; no problems in 110k.

Ive always known about the IPD Turbo Control Valve "upgrade" for cars that seem to lack the original oompf they once had and I feel like my car would be a good candidate. Its under $100 and an easy install so its on the brain.

The reason I am contemplating this is because it seems as though the engine power is not properly matched up with the gear shifting schedule and I feel that the car is working slightly harder than it used to. I am unsure whether or not this is wear on the turbo or if the volvo TCV isnt working up to par with original specs. is there a relatively cheap/easy way to check boost levels at a given rpm? If so what are the specs? If this sounds like something you have corrected with a TCV upgrade from IPD do you recommend it? The car just feels less torquey than it used to.
