Default V60 towing capacity 2017 vs 2018 models

In looking at the specs for towing capacity in the V60, I know that in the 2017 can pull 3000+ lbs, yet the 2018 is only rated at 1650. Pretty much the same engine in both vehicles, so what happened in the 2018 model that so substantially reduced the towing capacity? I'll be ready for a new-to-me car in 2022/23, and thinking that 2020 V60 would have been perfect...but I need to be able to pull a trailer with a yard or so of earth from time to time! (Or maybe a RV trailer across Canada!)

The spec in the owners manual shows max trailer weight depends on whether the trailer has brakes and the ball hitch size. No trailer brakes and the car is rated at 1650 lbs (or 750kg in Canada). Trailer with brakes and a 2 inch ball is rated at 3300 lbs (1500 Kg).

Kind of like winter driving - safety is about stopping, not going :-)
