Can you replace the valve seals without doing a full cylinder head rebuild?

 

With the head still on the block? Not easily - (remove cam cover/cams. pressurize each cylinder with enough air pressure to be able to compress the valve spring without opening the valve, remove keepers spring and seal, then reverse the procedure) - and valve stem seals are not going to solve your oil usage problem.
