Cel 410

Cel 410
Hi, 1998 s70 at/non turbo 170k miles. Cel 410 secondary air injection code.
Have done already:
1. Replaced air pump with brand new part. Bench tested before install=ok.
2. Replaced air pump valve, (the one on the exhaust)+ all hoses.
3. Replaced solenoid valve and hoses.
4. Replaced air pump relay with new part. Bench tested before install=ok.
I still get the same cel code 410 between 10-85 mile range, it varies. Air pump will turn on when the relay is jumpered via power dist box, runs strong, has good flow to exit hose end. I never hear the pump running upon cold start up, or throughout the day. It only seems to come on if jumpered.
My question, what sensor actually tells the ecm to supply ground switch to the air pump relay? Is it the coolant temp sensor? 1 bank 02 sensor? Anybody else had this problem before, all normal solutions are failing for me. My car needs inspection this month. It seems as though my ecm has no idea it needs to be turned on.any help is appreciated, and thanx in advance!
