Exclamation Clearing Codes for '96 S70

I have cleared my CEL several months back and have driven several thousand miles since. I tried yesterday to get an inspection. Failed again! He said that codes have not reset yet. I called the Volvo dealership and the tech said that if I have unhooked the battery or cleared the CEL within the year they will have to do a series of clearing test that will cost $350!!! The tech said that years '96-'98 have a certain criteria that needs to be done to be able to reset the codes to pass inspection. He said it would take about 3 1/2 hours to complete with the car starting at 42degrees, then driving at 40mph for whatever mnutes, idling for 5 minutes, then driving at 60mph for another set time and so on for different time limits and speeds. Anyone heard of this? WTF???????? I need to get my inspection done (was up in Feb of '08!!) and am desperate to fix this. HELP!

He was right in a way but it should have been done by itself with the amount of driving you have done.

It is called readiness the computer needs to see all sensors ready.
It is a pain to get it all done.

There is a drive cycle that needs to be done.
It has been posted before I do not have it handy or I would post it.
