Default Cruise Control

I recently purchased a 1999 S70 base model. It has the buttons for Cruise Control, but I haven't been able to get it to work. When I looked under the dash, there is no connection to the gas pedal for anything except a small wiring harness.

Did some of these models come without cruise, even though it has the buttons and switches for it on the steering column?

Unhappy I Own a 2000 S70

I am having a similar problem where I have all of the cruise control buttons and yet they don't seem to do anything. I have no missing fuses, buttons seem to press fine.
