Default hose clamp on expansion tank

2000 S70 turbo, how do you remove the small hose clamp at the coolant expansion tank on the hose that goes to the radiator? is it reusable? I am installing a new tank, also how do you remove the power steering tank from the expansion tank? it seems the lip of the power steering tank is caught under the lip of the expansion tank.

Mine is 99 but must be similar. I think that clamp must be Oetiker type. I got oetiker plier from ebay. I don't think they are reusable. When I broke open one of them, I replaced with two worm drive clamps just to make sure. And I have to re-tighten them time to time. Hopefully some experts chime in and give us some clue.
Actually, it may be reusalbe. It is just because I don't know how to use the tool properly. check this link.
