For starters you can run 15PSI on the 13g you have now. However 15PSI for the 13g is at the top of the 13g's effeicency range.
The 16t will hold 15PSI much better then the 13g and you can go up to 17PSI safely. Don't think you can run 20PSI and be good. 15-17PSI on a 16t is plenty. It can handle the 15PSI better then the 13g can.

You should be fine on 17PSI. However you would benefit from a downpipe upgrade and catback system upgrade. Especially since your upgrading to a bigger turbo.
You are putting more stress on your engine and by upgrading these parts you will lessen the stress your putting on it.
Also how are you going to run 15-17 PSI? MBC or ECU upgrade? I highly recommend the ECU upgrade route it is better and safer.

It will be a mbc for now, ecu upgrade later, I really wont be pushing the car that much. Just on occasion I may launch it.
