Yes that is normal on the Volvo rotors.

I don't know why they cut it like that. But almost all the new Volvo's are like that.
Even the S80's

Had the same thing on my wifes V70 when I changed the brakes last week. Looked odd but didn't give it much thought as I pitched the rotors.

I think it has something to do with measuring when the rotor is worn.
