Question S70 auto engne speed at full-throttle

Hi
I own a 2000 S70 2.0t automatic sold exclusively in Asia.
One thing I want to ask its engine speed (rpm) at full throttle.
The gear-shift speed is 4300 rpm when I open the throttle fully.
So it shifts up at 40, 80, 120 km/h, respectively at full-throttle mode.
It is 4 speed automatic.
And over 120 km/h I cannot kick-down.
I guess it is not normal.
I suspect the throttle position sensor has some defects: I guess only 80~90% throttle openness signal is sent to ECU even when I push the pedal to the bottom.

Similar symptoms you have seen?
Or any relevant help?

2000 S70 model had recall on ETS (electronic throttle system), but I am not sure the same recall was applied in Asia.
My current ETS is not a recalled one.
