Didn't say what MY (model year)?

And by "not getting fuel" do you mean you have no fuel pressure at the rail?

Have you pulled a plug to see if they are getting wet with fuel?

you might want to check for fuel pressure first.then next the fuel pump relay.

So do you have fuel pressure (and what is it in psi?) while cranking? The '99 MY and later has much more complicated fuel pressure regulation (return-less) system than the '98 and earlier. Ck this link if you're interested in learning more about it.

Since it runs on starting fluid, that would tell us it's only lacking fuel, meaning if you do have proper fuel pressure, then the injectors are not firing (being activated); have you checked that? And you said "sometimes"; do you possibly have intermittent spark? Have you checked that?

Why do you ask about the throttle position sensor? Another change that was new for '99 MY was to replace the mechanical throttle with the ETM (electronic throttle module, aka drive-by-wire) which is a whole other can of worms, but I don't believe that would cause a no-start.
