Default where is diagnostic port

Hello..can anyone tell me where to plug in a scanner on a 1998 s70? I have an engine no start condition and appear to have fuel and fire. it turns over, but will not start. I can not seem to find a tech book locally. Any help would be much appreciated.

The OBDII port is in the center console. Open the center console and then you will see a black plastic cap towards the front that says OBDII. Pull the cover off and you will see the plug.

Thanks it was right there, I am used to American cars...they put em where coffe doesn't spill in them! I hooked up the scanner (an Actron) and it is blank... no power to the plug? Verified it is working on my other cars. What do you think relay, fuses? I will try a noid light tomorrow to dark now.

The e-brake boot and cover slides off towards the drivers seat with the lid open.
Slide it out and make sure the 2 white plugs are plugged in.
