Alternator problems? Dash board lights up and is flashing all icons like a neon sign, a/c wouldn't work properly, panel lights flash bright, then dim, fan runs high, finally I'm left "dead in the water." Bought it used, and seller had put in a "new" alternator. I installed new battery week prior. Towing service suggested bad alternator/voltage regulator. Can you help?

 

Sounds like a faulty ABS module. When you have a bad ABS module on a 99 Volvo, it will make your dash completely fail to include tac and speedo and also lights up every warning light. The car will still run BTW. You can usually reset it by disconnecting the battery for a minute but it will eventually happen again and more often. Need to be repaired.
