Default headlights "not bright enough" !!!?

took my s80 T6 in for inspection today.. they say the driver side head light is "not bright enough" to register on their machine/sensor!! the lights come on and seem bright.. they washed and wiped down the head light but still say 'not enough' and want to fail the inspection b/c of this. the darn light looks plenty bright to me!!

any ideas??

There is only 2 things I can think of 1. There was something wrong with their machine.2 your headlight is out of adjustment.Other than that I think they might be high or something like that.
